Now that you cannot build anything with it (Steamboots change), what's the point of it now? It is more expensive than any of the focused recipes for STR, INT, or AGI. At 540g, you basically cannot buy it first in a 5v5 normal game unless you have a source of health regen from your own spells or from your lane partner. 63g left will only buy you a mana pot or a Minor Totem.
Reduce Cost:
Going by the prices of the focused recipes (+STR being considered the most valuable), the Major Totem should cost somewhere in the middle (485g).
Change to Recipe:
If the cost is to remain the same, being a beginning item, it should at least be as easy to obtain as the focused stat items and should become a recipe of lesser items. Just to keep the theme of totems, combining four Minor Totems (212g) + Major Totem Recipe (328g). This way, you can start with components of a Major Totem and still be able to carry some regen with you. This also serves the purpose of not having to throw away minor totems when you aren't going to build an Astrolabe. Given the high, early cost benefit of Minor Totems, this change would make the item popular IMO.
