Hero Name: "Tomb Raider"
Type of Hero: Agility
General description: Looks similar to indiana jones, but with a "chain-whip" similar to something out of soul calibur, and a sword. Specializes whips, sword play and DoT.
Abilities:
Ability 1. Eviscerate (10s cool down) 50/75/100/125 mana
1. Deals 20 damage, and an additional 100 damage over 10 seconds. Slows target's movement speed by 5% for 5 seconds (universal)
2. Deals 40 damage, and an additional 150 damage over 10 seconds. Slows target's movement speed by 10%.
3. Deals 60 damage, and an additional 200 damage over 10 seconds. Slows target's movement speed by 15%.
4. Deals 80 damage, and an additional 250 damage over 10 seconds. Slows target's movement speed by 20%.
Abiilty 2. Lash (15s cool down) 50/75/150 mana
1. Deals 15 damage, stuns target for .5 second and pulls him towards you (250y)
2. Deals 30 damage, stuns target for .9 second and pulls him towards you (500y)
3. Deals 45 damage, stuns target for 1 second and pulls him towards you (750y)
4. Deals 50 damage, stuns target for 1 second, and pulls him towards you (800y)
Ability 3. Swift Feet <Passive>
1. increases evasion rate by 5%, 10%, 15%, 20% per skill level
2. 5%, 10%, 15%, 20% chance to reflect 10%, 15%, 20% 25% of damage back.
Ability 4. Ravaged (120s cool down) 150 mana
Requires a target to be "bleeding" from Eviscerate.
If target has been hit by eviscerate, ravaged will deal 600/900/1200 damage over 10 seconds, decrease movement speed by 15%.

So basically I envision this is a character similar to Devo.
The "lash" would be about as hard to pull of as the devo hook.
Killing someone would involve a combo of Lash, Eviscerate, and Ravaged.
If he engages in melee, the character will use his sword, if he's engaged in ranged, he'll use his whip (which does significantly less damage compared to his sword)
