This ability is, and this may come as a surprise to some, actually not a passive ability.
Unleveled abilities (abilities you have spent zero points in) retain the cooldown in the description of that of the previously selected unit. This can be a courier, or even the hero from a previous game.
Two example reproduction steps, not hero dependant:
SCENARIO 1:
Spawn as Aluna.
Hover over Q and W, note the cooldown, if there is one.
Upgrade courier
Hover over courier's Q and W, note their cooldown.
Go back to Aluna, hover over her Q and W again. The cooldowns will be that of the courier's Q and W.SC
SCENARIO 2:
Spawn as flint beastwood, hit max level and hover over your ultimate. It should have 10 second cooldowns.
End the game, leave it, anything.
Create new game, spawn as tempest.
Hover over ultimate; description should say 10 second cooldown.
