Opening the alt avatar section of the shop before opening the herodex will cause the hero order to scramble completely. Note that you must not open the herodex prior to that!
Reproduction steps:
1) Start HoN. If you already had it open, close it down. Seriously.
2a) Do not open the herodex
2b) Open the goblin shop
3) Open the alt avatars section of the goblin shop
4) Now you can finally open the herodex and pay attention to the very weird order they are in.
