Well, I'm seriously surprised that this hasn't been suggested yet (at least I couldn't find any thread/topic about this), so here it goes.
What?
When someone is disconnected because of a timeout (which in most cases isn't the player's fault) the game should automatically pause for at least half the time it is possible to reconnect. The pause should not be 'taken' from the 3 pauses each team can access by vote.
Based on Ahimtar's post: When the player is reconnecting and the auto-pause time is running out, the pause will be extended until the player is fully reconnected.
Why?
The current problem is, that when someone is disconnected due to a timeout, the enemy will unpause as soon as possible to get an advantage from it. Sometimes even teammates will vote to not pause the game in the first place (may be a lower-tier problem only).
What this is not about:
A player who uses the disconnect/quit button to get out of the game.
