White overlay on skills/items

So if you hold your right mouse button on a skill/item/taunt (and move/hold etc) and move it, the button gets this white overlay.

I get it if I hold my right-mouse button and just try to drag the icon while holding right-click - it doesn't glitch if I use left-click. Either way confirmed
