Story
Tempests have long been know for their abilities to summon meteors from the sky. In one attempt to summon the ultimate meteor, to create a new power, many Tempests gathered in one ritual. When they eventually managed to summon the biggest meteor, a viral life form was inside.
That virus, in a reaction with the enviroment, created a hummanoid form, and through psychic powers, learned how to think and speak. And being enchanted by the wonders of Newerth, it decided to fight alongside his summoners, as a token of apreciation. Using his powers, it learned how to use it's former summoners techiniques, eventually matching then in battle.
Joining the battlefield, it now fights with the name of Deoxys.
Skills
Q: Psychic Blasts (Glacial Blasts)
Description: Deoxys surrounds the target enemy with psychic power multiple times. Being surrounded causes the target to take damage and be stunned briefly.
Visuals: Pretty straighforward. Instead of being covered by ice, imagine the current line that surrounds units we hover the mouse upon. Now, make it brigther, bigger, and with thiscolor. Something along those lines.
W: Infection (Elemental)
Description: Although Deoxys evolved into a superior lifeform, it is still a virus that can infect creatures. Upon infecting a unit, Deoxys creates three less-evolved copies of itself, and puts then under it's control.
Visuals: The minions could look like a miniature of his normal form. The attack form would be the main avatar of the hero (picture on the start), and the normal form would be this:

E: Meteor (Meteor)
Description: Being a creature from outer space, Deoxys is linked with all cosmic beings. This allows it to call down a meteor that destroys trees & ignites a target area, causing units within to take damage over time.
Visuals: Pretty much the same thing it is with the normal meteor (you would guess it by the same name). However, the meteor and the flames would be different, maybe something like this:

R: Hyper Beam (Elemental Void)
Description: Deoxys was always cappable of unleashing a beam of light from it's core. With training, he eventually learned how to focus itself to create an extremely low pressure system at target location, causing fierce rays to drag all enemy units toward that target location, disabling affected units and dealing Magic Damage over time.
Visuals:Again, I couldn't find what I had in mind, so instead of trying to explain what I wished, because it's a little (lot) complicated, I'll just show an image that should do it:
