I love the hero design of Sand Wraith and would like to see him more often as a viable pick. Unfortunately this hero is known to be very difficult to balance.
I had some thoughts which should be looked at independently from each other, but some of them may be done combined though.
#1 Increasing the damage reduction of Dissipate from 4/8/12/16% to 10/14/18/22%
#2 Change Dissipate so that it deals 75% of the reduced damage as True AOE damage
-> With 3000hp and 22% damage reduction this would result in a maximum of 495 true damage
#3 Add +2 magic armor per level of Dissipate (as Devourer's Cadaver Armor, but with +2 instead of +1 per level)
#4 Add a minus armor aura to Dissipate
#5 Enemy hero's effected by Desert's Curse are inflicted with -1/-2/-3/-4 armor
#6 Add a -1/-1/-3/-5 armor debuff to Deserted. Lasts 1.5 seconds
#7 Add a -3/-6/-9/-12% movement speed slow debuff to Deserted
#8 When Sand Wraith casts Mirage he gets +20 armor and magic armor for 2.5 seconds. Making it easier for him to escape from ganks or initiate in team fights
#9 When Sand Wraith teleports to an enemy via Mirage, the targeted enemy gets silenced and perplexed for 3 seconds
#10 Casting single target spells on Sand Wraith returns 50% of the damage done
