So, once I was banned for warding the fountain before conceding. After that, I reported a player who did the same and he got banned as well.

Just yesterday I reported a guy for placing 3 wards in the fountain right before accepting the conceding vote and guess what?

That's right, I lost my 25 coins and he didn't get banned.

What the hell S2?

They recently changed the rules about a month ago that if the game is 'unquestionably inevitable' then placing wards in the fountain is fine.

This. Also, you said by yourself that he placed the wards and RIGHT AFTER THAT he passed the concede vote.
The way I see it is that even if the rules DID NOT change, he would get away with it.
His actions did not break any rules. The Concede Vote that he passed needed only him in order to finish the game. He placed the wards and then pressed yes.
I do not think that thing broke any rules.

*EDIT* Just a quote from the rules.

Examples of what is NOT considered Item/Courier Spamming

Spamming or wasting items if the outcome of the match is unquestionably inevitable

I thought that'd be bannable as it's a way to manipulate stats and earn coins. But alright, good to know it's no longer bannable, I'm definitely going back to doing it

Ward spamming is only a violation of the Rules of Conduct if the game is still reasonably in progress. An explanation for this is provided in the FAQ.

In the future please do not post player names or match numbers in this forum. This forum is only for discussing/clarifying the rules and NOT for appealing decisions.
