Avoiding afk abuse with a friend, who to report?

So I had a game where one player went afk, knowing that his friend would not pass the afk kick vote.

Who do I report using the RAP function,
the guy who went afk, the guy who refused to kick or both?

Also a more general question, if players cooperate to grief, does it actually matter which of them you select in the drop-down list of players, or can you just fill out one report for all of them and will the GM take actions towards multiple players?

Report the one who went AFK.
Do not report the one who did the voting.

Only the person reported can get punished. If multiple people offend in same match each needs a separate ticket. This is because GMs cannot suspend any player directly; they simply click guilty or innocent, type a reason, then the system handles the punishment automatically.
