Stealing items?

I just played a game with a Devour who kept begging me to borrow a tango, I had 6 so I finally gave him one. Then he lauged, took them and left the lane, and never gave them back after I kept asking. I ended up dying soon after since he had all my regen and I was low, we ended losing the game caus I was disadvantaged. Anyways, I though I could report him for item stealing, but there is no option to do so. Why is this?

If a player steals your items they may be reported under "Item Destruction".
