Unfairly judgement on leaver report

I reported a player today and received extremely fast feedback of a unsuccessful report..
I wrote following in my report:
This player has been afk from 0min to 15:30, i tried to kick him but he received 9votes due to he re-logged, canceled in middle and fast re-logged canceled so the 5min timer wouldn't work. (The Timeline was sett on 15:00)

I write this again... AFK for 15min where he avoid afk-detection system and get unsuccessfull?? WHAT THE *? I guess the GM is randomly judging the tickets when a L1 player at 15min is not ban reason...
Thats is why what did i wrong? From my point view, this is a "waterproof" report...


I wont write name/game but if a GM will carefully reconsider it then the ticket number is #844734

Leaving the game and coming back is not against the rules. Neither is staying AFK for the entire game. If you wanted to AFK kick him, you should have called the AFK kick vote instead of the 9 man kick vote.
