Flame/verbal absue not reportable?

I figured that report for verbal abuse are always unseccesfull! So i wonder it is even a possible to report in the firstplace.
Its one of the major problems in hon, someone starts to flame and flame and at somepont the other one can´t stand it anymore and start to fire back, gg. Yet nomatter what itz no possible to report that as evey single report about verbal abuse was unsuccesfull.
The amount of trolls in this game is unrivaled so far yet tolerated.

This claim is simply not true. Many, many tickets for Verbal Abuse result in guilty decisions every day.
