Title is self-explanatory.
Easiest way to reproduce is just get a Hammerstorm and use Q on Magus Magebane, you won't see the usual yellow swirly circles above the model.
Magus Magebane is missing the bone known as bone="_bone_overhead", which is why this happens. Only an artist can fix it.
