Game 1:
Rampage won't lane or farm at all. He is skilling Stampede first and charging to opponent heroes from fountain. If he fails to get skill, he retreats to fountain and charges again. He keeps repeating this strategy from first minute to 25th minute. Score: 1-11-1 and level 4 wile other heroes are at 11-15 level

Game 2:
Engineer skilling up mines at first minute and buying 12x mana potions. He keeps planting mines (5-9x) to same spot. He won't lane or farm at all. He skills attribute boost over Keg, Turrent and ultimate. At 15th minute his score is 1-3-0 and he is level 2 while other heroes are at 7-12 level.

Are these strategies counted as griefing?

In order to be griefing it has to be the player playing intentionally poorly. The GM would need solid evidence that the player isn't simply a newbie, but actually knows how to play and is deliberately trolling.

I like doing that with Engineer, although mainly only in casual mode. I've devised a strategy around it that actually works somewhat decently.

First case sounds like blatant intentional feeding. So yes, it is reportable.

I'm not sure for other case. It is not against the rule to have weird hero build, but if you don't help your team at all it can be classified as illogical refusal to participate.

i've heard people have been banned doing that strategy before

"how do i stop charging?"
