behemoth blocking creeps

I reported a player for blocking creeps several times with behemoth fissure, so that they walk directly to the base tower. I gave two exact time dates of him doing it and yet my ticket was ruled as insufficient or of poor quality.
Is the abuse of behemoth fissure to block creeps not reportable? Or did a GM just make a mistake?

Using behemoth fissure stun to block creeps is not a bannable offence, it is a legitimate allowed strategy.
