A ticket that is "closed" means that the replay does not exist, and therefore it cannot be proven one way or the other. If your ticket was closed but the replay does in fact exist, PM an SGM. I have never seen a case where a replay is not available to a GM but is available to others, but I suppose anything is possible.
If a ticket is resolved with a decision ("innocent", "warning", or "guilty") then it cannot be reopened. It can, however be appealed:
If you want to appeal an "innocent" or "warning", PM an SGM. Please triple check the rules and guides to why some tickets are innocent (http://forums.heroesofnewerth.com/showthread.php?396388-What-is-Griefing-Demystifying-the-Rules-of-Conduct-and-Common-Reporting-Mistakes) before doing so.
If you want to appeal a "guilty", you must file an official appeal (http://forums.heroesofnewerth.com/showthread.php?394573-How-to-Appeal-a-Suspension).

ahhh i misunderstood some things(ofc the one the four decision are made by a gm so it will be reviewed).i meant when tickets are not reviewed and you get refunded, if a week passes i believe.

Tickets that are refunded after a week WILL remain in the system and will still be reviewed, we just feel it's unfair to hold onto your coins for more that 7 days.
