This is a straightforward suggestion, and I don't see how much reasoning is needed. I believe that the locked content in the shop should always be available for players with Legacy accounts. The only negative side I can think of is that it might be unfair to players without a Legacy account that currently contribute to the game monetarily (They buy gold); however, there is much to be discussed about that particular issue and it involves more than this single perk. I could also argue that it is unfair to player with Legacy accounts that they don't have access to all the content in the game, which is what was theoretically bought by them when the game was paid.
Without focusing the issue of fairness, the question at issue would be lucrativeness. Those with legacy accounts most likely belong to a demographic that spend money with online gaming. When this is added to the fact that legacy accounts already have all characters, it makes sense to assume that they will be spending gold on the shop more than players without Legacy accounts (Not in quantity, but in percentage).
There are other reasons why I believe that the locked content should be made available to Legacy accounts, but they are too subjective or too general and might remove the simplicity of the suggestion.
I want to mention that there is currently no content I want to buy that is locked. I'm saying this because the post will obviously sound biased. I Indeed have a Legacy account, but that is not the main reason why I'm making this suggestion. I was browsing the Alt. avatars and it didn't sound right to me that there was content locked for something that was bought entirely, even if it has to be paid.
