Problem:
His new iteration is far too tacked-on.
He third skill simply seems "forced almost."
He is a hero that should be focused on keeping his enemies unable to cast spells and interrupt the flow of battle. The new "Brain Drain" skill is simply tacked-on to synergize with Master's Incantation. And his third skill to improve his carrying ability.

Activation
Applies Sage's Lore to all enemy heroes in the radius for 8 seconds.

Reasoning:
In the initial Sage's Lore, It was meant to simply become a harass tool during early game and work with his ult late game. With this new Sage's Lore, it gives Vindicator the ability to apply a weak slow that synergizes with my Modified Master's Incantation. So that for 2 seconds the target will be likely slowed if hit by both. It's meant only to be strong if applied with both the ultimate.

Reasoning:
This still too strongly suggest that Vindicator is simply a "carry hero" but it was fairly underwhelming since most Vindicators are forced to ward. With the slight modification, early game it can be used to interrupt channeling spells and later on work with Sage's Lore to apply a slow to help enemy team chase. With high would attack speed and switching between targets in a battle, this is how vindicator can silence multiple heroes at one time. So vindicator has the choice now of whether to focus down a hero with the damage increase or silence multiple enemy heroes (granted he has enough attack speed to switch between targets in succession).

Any enemy hero the Vindicator can see and who casts a spell while in range of the Aura has their Cast Speed Reduced and Cooldown time of Non-Ultimate Skills that they just used to be increased.
-15/-20/-25/-30 Cast Speed.
+10/15/20/25% increased cool down to Enemy Heroes. (Rounded up to seconds)
Any enemy hero who dies while in range of the Aura will cause Vindicator to permanently gains 2 Intelligence.
Only applies to visible enemy heroes.

Reasoning:
The problem with the old vindicator was he simply put a stop to too many heroes in a battle since their skills become useless since they cant combo it. But this change makes cool downs become increased. Although they can still chain-abilities, in a battle the number of spells they cast in total are reduced because the enemy will have their cool downs increased. The ultimate cool downs are untouched since certain ultimate have cool down times increased by far too much, which would overpower this skill.
