I just thought about a proper system to punish leaving ragequitters (together with Deirakos) and I think the following would be work great:

The Punishment for Leavers

ANY Player encountering on of the following possible ends of a match will get a disabled matchmaking-section for one hour. (During this time, the account will only be free to public games, no matter if stats or no stats)

-Leaving a game (where "game" always means a matchmaking-game)
-Getting kicked out of a game
-Being kickvoted for "AFK"
-Being reported to the rap-system for doing bad things
-Disconnects that result in termination

P.S.: I'd like to have split MMR for 5v5 TMM or solo-TMM. Solo-TMM is just too unpredictable because of missing communication.

Okay, now the point I considered due to my last post:

How do you stop ragequitted people who just start smurfing?

Here comes my answer:

Restrictions to new Accounts
At this point I see great potential for S2 AND the HoN-Community.
First I want to explain my ideas on how to do fair restrictions to new accounts.

New accounts should include all the features they have today

New accounts should not be able to play matchmaking games until they won 15 public games

This will have the following major profits:

-Real players who start with HoN have the possibility to get to know the game during pubs, which will result in higher quality players during the matchmaking.

-This will decrease the smurfrate dramatically, due to the fact, that no player will do a new account for smurfing tmm if he has to win 15 pubs first. It will take too much time, as his main-account is only banned for one hour.

-Decreasing the smurfrate helps S2 balancing the matchmaking, as the mmr can now be a better indicator for skill.

Everything S2 has to do is to limit f2p-accounts, so that they have to win 15 pubs without getting kicked and with 0% Leaves.

If S2 wants to improve the matchmaking, they also could look at the first games of a player, with something like: "How many games did he play, until he earned his 15 wins?" "How was his KA: D-ratio?" and fit his MMR according to his skills. Like "He had to play 60 Matches, but had a 1,6 K: D and a 2,5 KA: D, he did a nice exp/m or gpm, warded etc pp so he might be not 1500 but 1550.

After few tweaks we could have:

Less leavers, less feeders, less insults, less smurfs.
More nice games, more fairness, more friendly people, more balanced matchmaking, improved quality of new players in tmm.

As for the leaver system, sure if the current one is replaced with the one you are proposing. But even then it shouldn't kick in if the following happens
- Getting kicked out of a game
- Being reported to the rap-system for doing bad things

Also i disagree about the changes to f2p accounts. They are fine as they are now imo.

If you want to punish leavers and insulting players you have to rework the f2p accounts. otherwise there is no punishment, as they can smurf.

Your first points are discussable.

Usually someone gets kicked for a reason. sometimes not, that's why I understand your view.

The banned form mm for being kicked is a terrible idea, the current kick system is not good as it, ive been kicked coutless times on a team of 4 friends or even just from a map butthurt team. example:
-*picks carry* team picks 3 more carrys, play the game get most of the kills, get accused of ksing kick vote, other team knows they will lose because you are too big they all pass.
-play with a 4 man team, gets instantly kicked for the lols
-play with 4 man team, 1500 scrubs, know that them pushing tier 3 is wrong when magebane buys back and all low, go back and farm jungle till magebane gets a quad kill, blames you for not staying *votekick*

You have to be able to leave a game for another one. For example when your team picks this:
Scout, Nighthound, SouldStealer, Rampage. On top of that, noone of them has a K/D above 0.7.
There is nothing to do but leaving the game straight away, or waste your time.

I would rather group players with less than lets say 250 games and players with more than this amont of games.

They should just make separate TMM/SoloMM pools for leavers.

Or they should make a low priority queue for leavers.
