Hahaha, that's a good one! :D

Just in case you aren't trolling:

Turtleing is to stand back and draw the game length far, with the objective of outfarming the other team or the carry of the other team.

Bubbles is an excellent example of a hero NOT suitable for turtle strategy. (as he is an aggressive early/mid ganker and his effectiveness withers in late game)

Bubbles is a good turtling hero in combination with behemoth/magmus.

Back on the question; as the enemy heroes try to push, you can ensure they cannot take the last towers as your heroes have too much burst AoE / creep clearing abilities with sustainability usually given by the well.

Example: Ophelia, Monkeyking, FA, Myrmidon and witch slayer are trying to push the legion's bottom rax as they have outfarmed and keep the legion contain in their base. They cannot actually make the final push though, because Behemoth has a portal key and Bubbles is waiting to initiate whenever they group up. The ult from Bubbles contains them all in one area and behemoth's ult ontop of the creepwave + ophelia's minions next to the heroes will wipe out the hellbourne team.
This situation results in the Hellbourne having an advantage in gold/levels but they cannot move in for the buildings without risking a bad teamfight that could turn the game around.

This is HoN's version of a stalemate and the best way to deal with this is to back off the lanes, take both jungles/kong as farming areas and give sight around anywhere the legion team may go. This way, you can pick off behemoth/bubbles or other members of the legion team and then push whilst they are dead, or you can force a teamfight away from the buildings/choke points.

EDIT: Bubbles was not inspired by Kung Fu Panda, the film. Probably more accurately from TMNT, the T.V. show that was on about 10 years ago.
