I think in most tournaments they have a limit of 2 Sheepsticks. So why not change it to that so you donīt have to end up against more?

Got to think about it when we had a well-farmed Zephyr who tried to go up against 3 Sheepsticks.
Itīs not so often this happens but it could and I can assure you, itīs a big difference between 2 and 3.

Besides that, tournaments does not have to worry about this rule anymore.

Actually most tournaments don't have a limit on sheepsticks/ccitems iirc.

Also no real reason WHY it should be changed was provided by you.

Imo I don't think it's OP to get more kuldras.

I'm pretty sure you can only have max 2 sheepsticks on your team in tournaments, or the players just agreed on that. However, most of the times I don't really see this happen in a normal pub game, don't think it's really neccesary, and it could ruin some fun no stats games. If a team has 3 sheepsticks it pretty much means you won the game because you had a better farm than your opponent, but the sheepsticks will obviously prevent the enemey from coming back in the game. I could see the reasoning behind it, but I can't really see why it's needed.

Nope. If you let the opponents get so many Kuldras, you deserve to lose anyway.

Two things why this isn't necessary:
1. Kuldra's is expensive. How often do more than two heroes in a team have 5675 gold to blow on a sheepstick?

2. It's blocked by bkb/magic immunity. BKB is a common carry item, even zephyr should probably get one if he fears multiple sheepsticks.
