Ok so have the time i host a noob game there isnt noobs in it. me and my clan (UGF) were having a good game all noobs like our selves. THEN ALL OF A SUDEN! the scout on there team starts raping us like mad! and trough out the game two of there people left so i was sure for us to win but becasue of this ONE scout we lost. He just baited us with the other two that stayed.
so my main problem how do we make sure we have noobs ONLY. i only look at kill to death. is there somthing im messing?

C'mon. Looking to your 349 games, 1,4 K: D ratio and 1497 PSR, it seems to me you are not a proper noob yourself. It seems more that you want only noobs in the other team so you, with your team, can grab an easy victory.
Well, aside my assumptions, there's no 100% effective way of guaranteeing only noobs in a game. The concept itself is too vague. Most times your PSR you show the actual level of your skill, so you should play with people with similar PSR and you should be fine. If you are not, then your stats will go down, you will play with "worse" people and reach an equilibrium.
Btw, this scout could actually be a not very good player, which just got fed, somehow got his items and... no big deal, it happens often.
