I find his damage and survivability are quite poor before level 5/7, but he does have the silence available from level 1, you just need to know how to use it effectively. Also his ultimate is great for initiation (rather than kill stealing) thanks to the slow. If you can survive to level 7, and maybe get a kill or two on the way, he can be one of the greatest assets on your team if played well.
One thing to note, is be sure to get lifesteal. By end game, with lifesteal, you can pretty much only die if you're disabled; all the while you're pumping out crazy damage.

Theres better choices available. Until S2 implements a built in Ban/Selection system just avoid him. He might actually look inviting if your top tier choices are banned
