Ra and the UI

Okay so basically, this is all about RA's ultimate and the team hero UI displaying whether a skill is on cool down or not. this is not a big issue, but sometimes, you might seem stupid running in and oh ****, ra's ulti was on cool down?
Proof:

1 = The dot suppose to display the skill is on cool down.
2 = The window showing the skill IS on cool down.

I'm fairly sure this isn't mods. It shows up as the dark green because it's passive, and ignores that passive skills can have cooldowns (see Gladiator's whip and Rampage's bash).
