Dev Heroes.
Your SBT are not unfailable. Your last numerous heroes have not been balanced. We still have Silhouette. And now Ra.
Balance isn't the only issue, but glitches rather. Heroes can be glitched when they first are put into the game, and your SBT may not discover this. Example, losing games because having a Ra on the other team (and every game has a Ra) causes your carry to crash every time Ra's ultimate goes off. A well known issue, yet one ignored, one that could have been fixed by just putting the hero in Dev Heroes mode first (and thus, away from Matchmaking).
Glitches and imbalance have occurred multiple times, yet S2 still insists their SBT are always correct.
There is no harm in making Dev Heroes mode. It solves these blatant issues, provides more testing, and provides more balance insight. It seems sheer stubbornness on the insistence that it's unnecessary that is the reason for not using the mode anymore.
Even better, Dev Heroes could be dynamic, and upon creating a game the server could get a list of heroes that are part of Dev Heroes from the master server. Now when a hero is glitched or imbalanced, they can be pulled instead of ruining thousands of games, like what is happening right now.
Seriously, there is no reason to not use Dev Heroes. We have plenty of evidence showing it's needed. S2 just needs to admit that this mode is necessary. The work was already done to put it in, why not actually use it?
