whether due to being a complete newb ( i am ) or the other side being extremely aggressive and i dieing a few times.. the 2-3 level disadvantage (i'm 4. vs they 6 or 7) seems to be the turning point in games for me.. At this point i buy life steal and start jungling.. but i am ALWAYS behind for the rest of the game..
What i'm wanting to know is if there is a better way than just jungling.. (If the other team notices this.. I normally get ganked in jungle)

Switch lanes...but the best way is to prevent this from happening at all. Be very defensive. Run away when you feel a gank coming. Run away when your hp drops too much.

Learn all the enemy's skills
Stay out of range of those skills. If they bumrush you just run backwards and request a gank.
Pull neutrals into your tower
Switch lanes if they tower dive

buy more regen (runes of blight/ health potion/ trinket of rejuv), play more conservatively, start hitting your creeps as soon as they hit 50% to allow your lane to be pushed closer to tower; eventually attempt to keep creeps in a sort of equilibrium right around the front of your tower.
Make sure to pay attention to miss calls, and whenever an enemy goes missing from your lane, especially ~2 minute marks ie: 1:55, 3:55/4:05 call it out and don't be afraid to back off to pull neutrals rather than fighting actively at the creep wave.
oh, and lifesteal is **** if you're as behind as you say you are (you won't be dealing enough damage, obviously); act as bait for your team if you're lower and lure a greedy enemy into a 3v1 gank.

The level disadvantage is due to denies. Don't get denied if you're playing a range hero. If you're melee focus on denying them in order to maintain level parity.
Mastering last hits is crucial to lane control, but if you want easy easy mode just play electrician. #1 lane control hero.

Here's what I recommend to my noob friends... definitely not the ideal way to lane but it will at least usually keep you about the same level: Stand behind your creeps in range to get XP, don't try to last hit or deny, don't try to attack or kill the enemy heroes, just sit there and get your XP.
Why, you ask? Keeps noobs from getting themselves in bad situations. I've seen it too many times - the noob wanders a little too close to the creeps where I instinctively know he's gonna get attacked but he has no idea. I've seen noobs initiate when one or both of us just can't handle an early game 2v2. I've seen noobs run up to Jeraziah thinking they'll get a kill and are probably pretty surprised when the Jereziah heals and they're suddenly almost dead.
If you follow this you can still go with the flow, if the enemy heroes are on the defensive because you have a good laning team then you can try to last hit and deny. If your ally wants to initiate a fight you should join. But in most situations you can just stand back and get your XP and even with them denying you'll probably be about the same level or a level below which is better than feeding then 500 gold and tons of XP from a couple kills and being way outleveled.

I had this problem in my last game, magmus (me) and zephyr vs. electrician and valkyrie.. they outlaned us from the start, everytime i went for a deny/killing blow, valk would either auto spam me or elec would grip and valk would spear me.. very bad situation to be in. all you can really do is either request a lane change... which usually doesnt go down in pubs.. or tower hug. If you can hold out till level 4/5 you should then take a trip to mid and try and get a gank there, which will put you to 6 and give you a better chance of holding youre lane.

Yeah, thats because you have a bad lane vs a horror lane. If that's the lane matchup, you lost at the hero selection screen.

the best solution is as the others have said, avoid being outlaned.
But if you do find yourself a couple of levels down the best thing to do imo is to spend some money on a few TP stones. When you see that a lane is empty and the tower is being pushed by the enemy creeps, teleport to the tower and kill the creeps, then push the lane back, but not to fast, let the creeps do most of the damage and just last hit. That way you will get to spend some time soloing creep waves.
If you attack them and push them back fast then you will quickly move into enemy territory and be prone to ganks, so instead of getting 5-6 waves you might only get 2 or 3

all great ideas. though most of these suggest .. stop being outlaned.. I am definately getting better at laning.. but my problem comes in when i'm playing against say defiler or pyro in mid solo.. their wave nuke does a TON of damage early game which puts me into the defensive.. i generally deny more than i last hit when laning, due to i want to keep my creeps close to my tower.. i like to do the target hero and pull creeps thing. This is all well and good except when playing against as mentioned defiler and pyro.. they cause extreme burst damage even from the beginning... I'll buy the +5 magic armor (part for headdress) and sometimes that can help but vs pyro he has a TON of damage +that stun he can easily overcome the 5 armor.. and i waste gold by pushing headdress too soon.

lol ever played against a puppet and plague rider
its no fun :P so easy to kill enemys with that.
puppet hold on the first 1
puppet show on the second one so they are near eachother then ulti them with plague well gg they had succu and legionaire since magmus and madman already switched lanes.
some abilitys can't be countered if u can't react back at all

I use courier + bottle for eternal lane camping. Start your items with the basic 200 gold courier two totems and 6 runes (kinda works for anyone really).
Bind Hero to '1'
Bind Courier to '2'
When you gather your first 600g press "2 B R R" to buy bottle for monkey.
And from that point on you should always be running the bottle back and forth between you and the fountain to keep your mana and hp up. Learn using the monkey really smoothly so that it wont disturb your regular last hitting ~at all.
This works for me at least.

Even if you don't go for a bottle, a monkey is immensely useful. I take it almost always (pub games, often the only one who bothers), especially on someone like Jereziah :p
