Say you're laning 1v1 or possibly 2v2 and you can either last hit or deny. Which one do you do assuming
a: Your enemy will last hit if you don't deny
b: Your enemy won't last hit if you don't deny

depends who you are facing and who you are laning with
if you are facing a carry, then deny, even more so if your laning partner is a carry
if you are a carry, then last hit

if you are facing against ranged heroes units, a deny can cost them a lot of exp

If you are melee and a creep is denied it's worth 50% of its xp, range = 25%
If you are ranged against another range it's split either way, same for melee vs melee. A melee should deny vs an opposing range, a range should last hit against an opposing melee.
And if your opponent is a carry you should also focus more on denies

Melee heroes lose less xp from enemy denies than their ranged counterparts.

I don't remember the precise xp worth but here's the example with 64 xp
Enemy creep dies in the lane and you are a melee hero. Normally you would get 100% of the xp if you last hit or not, as long as you're within 1000 range. So if you hit it you get 64xp + some gold, and if you don't last hit it you get the 64 xp anyway
If they deny it, you dont get the gold (obviously) but you still get 32 xp if you're a melee hero. But if you're a range hero, that's reduced further to 16 xp. Good denies mangle range hero xp growth

You hit a creep prior so that one will be deniable/lasthitable before the other, thus eliminating this situation.
Carries should last hit, supports should deny.

Always deny over last hit if you can't do both for sure.

No, the weakpoint of popular pubstomp heroes is teamwork and frequent ganks. Arachna has a very good animation and excellent projectile speed so it's unlikely that you'll out -cs a good one unless you're ganking or harassing her hardcore.
