What I use first?
I´m Vanish, and the best thing I can do now is:
atack -> Electric eye -> explode eye -> ultimate-> vanish again -> atack ?
or
ult-> atack -> vanish -> atack -> electric -> explode-> atack -> vanish ->atack
or
Your suggestion here.
What the best atack with a 1vs1?

You can use the electric eye and detonate it while you're in stealth btw.
So far I do:
Enemy > 50% hp
Stealth, place electric eye near him, attack, while I'm unloading flurry I detonate the eye, if he tries to run I marksman shot and use my phase to catch him up.
Enemy < 50% hp
Stealth, place electric eyes near him, ready the marksman shot next to him, detonate the eye once I hit him, then I phase and try to finish him off.

I can detonate the electric eye while I loading the ultimate?
And if I've 3 electric eyes in map, when I click to detonate one, it will detonate all electric eye, the first I put or the last ?

It should detonate the closest one to you if I'm not mistaken. Not sure about detonating eye while loading your ult though.

If you initiate with your ulti while not stealthed, then vanish and run in, you'll unload a lot more burst damage. Situation and playstyle dependent though
Detonating an eye hits the nearest one, so if you're going to slaughter someone, initiate with ulti, stealth, run in, place eye, attack+detonate eye. If they try to run you'll have vanish up again soon enough

U can detonate closest electric eye, then put new ward and detonate it ( so u get 6sec silence)
i think its a bug . new electric eye is not sharing cooldown if u put it just after detonating previous one.

best bet for a "normal" attack rotation would be to start your ulti in the fog UNvanished. That way while they are slowed you can vanish run in plant your eye and then go to town on them. After which they will regain regular movement speed. you pop your eye and continue bashing on them until vanish cd's. Then, vanish and 5 more hits of GG. Or to put it plainly:
Ulti > Vanish > Plant Eye > Attack and pop eye > Vanish > Attack
Intel heroes around half health will probably fall from this if alone.

If you think about it, using ulti while vanished next to the lone enemy hero (God knows you'd be an idiot to reveal yourself in the middle of a team fight) then attacking while he's slowed is more effective than slowing from afar then catching up with vanish on. Sure you can utilize the 4 attacks if you didnt break vanish after ulti is cast but then the time spent on running up to them would be better used to attacking them normally if you were right beside them. He has a decent attack speed so taking advantage of the slow is better than taking advantage of the burst 4 attacks IMO. Ultimately though, a smart opponent would just cast homecoming stone no matter what tactic you use so it is sort of pointless... >_>

I'm not saying to use it at max range, just somewhere in the fog where they can't see you.

on the topic of killing someone 1v1... how would HnS work with him... wouldnt coming out of vanish almost guarantee a maim? has anyone gotten a chance to try it out yet?

While true that HnS will almost always land a "guaranteed" maim, the real problem with getting HnS on Scout (and most other characters) is that the cost benefit ratio doesn't really weigh out into any favorable scenario. It does not provide a substantial enough amount of damage for its cost, its move and attack speed are wasted on a character that already moves and attacks very quickly with vanish, and the "survivability" it adds to scout is almost unnecessary seeing as a Scout shouldn't be played in anyway shape or form to tank damage.
A much better and more cost efficient item would be something like brutalizer,as the items build up lends some "survivability" while also proccing a "guaranteed" stun which does almost as much as a miaim.
Alternatively, Nullfire Blade is also a better choice because in comparison to HnS, it is cheaper, provides dual utility in the form of mana drain as well as a truely guaranteed slow, and can purge shields such as jereziah's and zephyrs.

way to make yourself sound stupid. Once you've locked on to the target the Ult will hit them, no matter where they go as long as you have sight of them.

If by stacking you mean it will allow a simultaneous "disarm" as well as "stun" then yes brutalizer does stack with disarm.

With Brutalizer, this is what I do.
Assume you're about to intiate where you've already placed an Electric Eye.
Hide in Fog (not invis)
Marksman Shot
Vanish
Flurry
Detonate
Vanish
Flurry
Assuming you proc a Stun within the initial Flurry and detonate the Eye the moment stun wears off, you should be able to Stun-->Silence-->Stun all while having Disarm.

You can double crit with buriza, ~1k crits, with a crit every other attack basically.
