Also intrested to hear some good players thoughts on this... in my experience the bloodstone can come quite slowly but making it in parts (pers > 1200 > rest) is pretty handy... but on the same token you get by without and by the time uve got all ur other stuff and get the mystic staff its heading into late game where you need the mana for shield anyway, so the item (shiva) seems to sync really well with his gameplay in that is doesn't come untill you need it (ie - effeciency in what and when you buy your items). And not just in terms of stats but also its ability for the teamfights and farming creep waves.

As Sac Stone both increases hp tremendously, regens more mana than Shiva (forgot HoN name - Freeze-shield-something) and is easier to assemble I'd say Sac Stone asap.
Downside is you lose the AoE slow, but large team battles are more for mid-end game anyway, hence Sac Stone without a doubt. Afterwards Shiva's, obviously.

Neither. Totem of Kuldra plox. Makes you a disabling monster and also makes you damn hard to kill

I've had games as elec where because I am constantly roaming and ganking I will have a cs of no more then like 15 and because I also make sure I let the carrys get the last hits - leaves me in a very poor poisition.. I find getting a bloodstone early enough to really get the worth of it very hard...
Where as with shivas it doesn't come untill you need it and you usually can't afford it till then anyway. Is my thinking correct?..

Bloodstone with the recent changes allows you to get charges from just being in the area, so I would go for that before shivas, unless im facing a dps heavy team, but even then there are better items, like the kuldra mentioned

As a pro in DOTA I prefer Bloodstone.

bloodstone by far.with the recent changes its not even a question. elec is pretty much the only hero where the change was a buff

Elec does not have a use for the large mana regen from Bloodstone, nor does he really need the survivability boost that early. You are the wrong target to focus in a team fight, and it's unlikely to save you from a solid gank.
What he does need is something to increase his threat level during/after grip. Shiva's and Totem both achieve that while boosting his survivability as a bonus.
That said, he should probably be relegated to ward duty long before being able to farm that stuff up.

I don't think the point of Bloodstone is just for the mana regen. I feel that mana regen on Elec is just a bonus. The point of Bloodstone is for the significant boost in HP/MP. With the obvious 450hp increase it makes him more of the tank you want. Likewise with the 400mp gain, you get an additional 533 theoretical HP with mana shield up if you have the max hp to handle it.
Shiva's armor gain is very large so it too is a good tanking tool as well as a good team battle item. Also don't forget the MP gain from the 30int which factors into more tanky-ness. So it all comes down to your play style.
I will have to say from personal experience, it is easier to farm the little pieces of bloodstone and it also lends itself to early game items such as pers. It is a lot harder to justify getting shiva's as a first big item on Elec than it is for the all around benefits of Bloodstone.

With the change to bloodstone, its pretty much a core item. I average at least 20 assists when I roll an electrician and it definitely helps your tankage. Its easy to assemble and works great.

Totem on Electrician isn't always needed imo...
And the judgement from me: When facing madman/someone like him, shiva's. When team has no disables, totem. When I'm stomping in em, Bloodstone :)

Totem of Kuldra on Electrician is very sweet since he can use everything that it has to offer and it is a great item in general because of the disable that it has. The problem is farming it. Getting the staff for Frostfield Plate can also be tricky. Sacrificial Stone is much easier to farm.
I suppose it depends on the game. All three have valid application on him.

i'd suggest getting some combination of phase hood, barrier even if needed, dagger shiva, but i mean shiva or bloodstone isn't really needed on him , this is a hero play style is much more important than items. You just need to focus on being at battles and ganking rather than actually spending time getting shiva/bloodstone.
So all in all, i'd recommend not trying to farm to either item and if you have the gold going items that impact the battles more such as antiposition items and tank items to let yourself be bait
