Zephyr is for what I have seen, one of the most effecient tanks.
I have seen so many people play him wrong, so here are my 2 cents on how to play him.
This is a quickly mashed together guide on how to play him.
This is my first guide, so any constuctive critism will be welcome.

Anyways, let's get started.
Skills:
Start off with Cyclones, get Leap, and keep leveling Cyclones/Leap till level 6. Get the ulti, and continue to level Cyclones/Leap.
Stats before evasion/reflect.
Items:
1. Shield, 2x Runes of Blight and 3x Totems.
2. Lifetube.
3. Boots.
4. Beastheart -> Helm of Black Legion.
5. Boots -> Steamboots at agility.
6. Sword of High.
7. Sword of High -> Mock of Brilliance.
8. If you play it right, your team has now won. Otherwise continue.
9. Platemail.
10. Acolyte's Staff.
11. Frostfield Plate.
If you haven't won yet, you're loosing.
Gameplay:
General tips:
Cyclones are your friends, so get the lasthits.
Don't EVER eat your cyclones. At some rare cases it might pay off, but generally you should just keep the finger away from that W key.
Leap is great for escape and initiation.
Ulti is a great saver, just pop it infront of you/a teammate if you/your teammate are running. It can also sometimes be used in ganks, but people mostly just run out of it.
Early:
Focus on getting lasthits. Stay out of combat with heroes and let the creeps tank.
Once you get one lasthit, you get one cyclone, which leads to a faster lasthit, which makes one more cyclone which leads to a faster lasthit which... etc.
If someone feels like attacking you, and are melee, and they don't have a burst skill, try staying for 4-6 seconds to see if his health drops faster than yours. If it does, then let me congratulate you, you are going to get fed.
Simply leap into his face, ulti infront of him so he can't run, just run near him and see his HP drop to 0 .
Middle:
So, you got your HoBL made because that idiot of a pyro decided he wanted to get close without having any mana quite a few times. This is where you get independant of friendly creeps. Just stand in the middle of the enemy creeps and see their health go down at 120 dps with level 4 cyclones (30 * 8 = 240. Although the cyclones can't be on both sides of you at the same time, I simply just divide it by 2, meaning 30 * 8 / 2 = 120)
Now you go help the other lanes, getting the money for your Steamboots or Sword of High, depending on how much you got fed, doing the leap-ulti combo.
Late:
You shold now have your Mock of Brilliance, meaning you will whoop out a constant 180 dps around you. And last hitting mobs will be much easier, since MoB has a much higher range.
Enemy creeps near you are now non existant, which makes you a GREAT Lategame Laner. So keep pushing thoose lanes, putting pressure on the towers. If the enemy heroes come to attack you, you simply either stand your ground, or leap the hell out of there. Depending on how much damage they can whoop out.
Now go out there and kick some serious ass!
