Long question short: Should we buy Elder Parasite for Chronos now that permabashing is non-existent in HoN? I mean, that was the whole premise for buying Mask of Madness for Faceless Void in DotA but now, I would rather go master of "orb" effects than get some lousy speed boost which leaves me more vulnerable.

Anyways, Symbol of Rage + Shieldbreaker + Hack and Slash + Charged Hammer = pwnage

That's an insane amount of gold.

I found the Elder Parasite useful when I was learning the ropes for Chronos, but now I skip it and start putting my money earlier towards the Wingbow.

Don't play Chronos.
At least don't get things like Hack'n'Slash, Charged Hammer or Symbol of Rage on him.
The parasite is good because he can avoid its drawback in his bubble for the most part.

The whole premise of getting Elder Parasite is to maximize damage dealt in Chronofield (and it doubles as an item to sustain jungling for Chronos). Permabashing was never practical anyway
