So I've had lots and lots of good changes in my opinion on how to make certain heroes viable. Some of these I posted in forums. Like:

Or remaking blacksmith's fireball so it uses charges instead of luck, retaining cooldown and mana cost for each fireball.
Or magebanes blink applying his shield on allies at WHERE he blinked and where he blinked too (only does the latter currently).
Imo, all these changes look like they would buff the hero to viability. But there are two types of balance changes. One are skill reworks, like the ones I posted. They actually change the mechanics of the skill. Things like bloodhunters ult being nondispellable or feast leaving a debuff for several seconds.
Then there's a numbers change. Things like slither's poison spray only going 600 instead of 1000 range at one or glacius's aura nerfed or his tundra blast lasting for less seconds at 1.
So guys of competitive forum/competitive players, I ask you this.
Which heroes need skill reworks and which heroes need numbers change(s)? What should be the optimal way to balance HoN, skill reworks or numbers changes. For example, if you can "balance" a hero like nymph by either making her grace work through creep attacks or making it heal more mana, which is optimal? or earlier when she was considered imba (or too gimmicky) she had her grace changed from instant mana to mana over 4 seconds instead of just reducing the mana healed/mana cost/cooldown, which is better game design?
cause to me it seems like every hero can just be tweaked with like +1 armor or -1 cooldown on stun. But are certain heroes just broken no matter what their numbers are (like old dark lady ultimate was considered to be)?
