Start with 3 tangos and 3-4 clarities, get wolves, aura, wolves, aura, wolves, ult. Make sure not to let yourself get hit while using clarities. Quickly build steamboots and vlads.

Ring of the teacher is a alternate starting item, as it helps with mana and adds armour to your hellhounds. Else, pfeffy as it pretty good, but grab some wards if your in risk of getting ganked

No, I mean. In a topic about ricing, it said that it was really difficult to effectively get all warbeast jungle potential.

And I can see what they mean, you have 3 fast units and that allows you to pull creeps, stack multiple camps, etc.

In that thread it mentioned that to be a good warbeast you need to be clearing 2 camps while laning. And that with this, you can be one of the best ricers of the game.

One way I can think of to get two camps and the lane at once is to use dominated creeps--that would mean Whispering Helm instead of Abyssal Skull. Dominate a couple Vulture Lords or Cat Commanders to clear the tough orange camps. Two Hellhounds can take anything weaker on their own, and you can smack stuff in the lane.

Of course, you could also do any other combination of these things, but paying attention to your hero to last-hit creeps seems like best idea because War Beast himself is your biggest asset and the worst thing to lose.

When you think about it, it seems like its almost an art to perfect, which requires huge amount of micro but allows you to farm incredibly

With a little practice, it won't seem like much multitasking. I'd recommend playing a few consecutive AP games as War Beast to get in some experience with the strat.

Give your Hellhounds and dominated creeps different ctrl hotkeys (ctrl + 1-0 causes the selected unit to be selected again the next time you press that number) so you can give them commands remotely with ease.

A big part of it will be remembering to keep your global shout up as much as possible--it helps your minions grind out the neutral camps much more efficiently.

I've been trying this recently. I've been stacking camps/pulling them into creep waves as well as stacking others with the hellhounds and such, but I'm not leveling quickly enough to keep up with everyone else. Am I on the right track here with War Beast and just not quick enough or should I be doing something else?

You don't even need to stack creeps with warbeast early on to maintain level parity, and in mid-game farming I never have any trouble outleveling everyone else on the field even without creepstacking. If you don't have the items needed to clear a triple/quad 3rd level stack in under 30 seconds you flat out shouldn't bother

Yeah, there's no need to stack with him. You can stack the yellow camp and the light orange ones once you have level 3 Hounds, but later you should really just be sending level 4 Hounds to the yellow and light orange camps by themselves while you kill lane creeps or other camps or the Ancients. Make sure you get a Logger's Axe; it's amazing on any melee hero that needs to farm up.

The Hounds can easily get through one light orange camp and the yellow camp by themselves, and they'll get at least part of the second light orange one done before they time out. Make sure you put up your global shout for them as well!

I used this strat last time I played WB and ended up with like 450 creep kills by 60 minutes. I wasn't even up to the task of using dominated creeps to do other camps alongside my Hounds yet, either. So much potential :( The main problem ends up being that WB just isn't that good. Even with Steamboots/Symbol of Rage/Demonic Breastplate/Shieldbreaker/Shrunken Head/Brutalizer, he's almost totally reliant on your team's crowd control to get the enemies to sit still and die, though you can kill most anyone in 3-10 hits if Brutalizer goes off or they just aren't paying attention.

On the plus side I was rolling around with 5000+ gold for the last 20 minutes of game because all my slots were full of stuff I wanted to keep.

Don't stack with War Beast until his wolves are level 3, at the very least :/
