Right-top/bot Corner scroll lag

I got brand new PC with graphics card ATI Radeon HD 5800, and whenever i scroll with mouse into right top/bot corner it lags.
It lags only in the first moment of scroll, then its smooth.

This is an issue with the latest ati drivers. Downgrade to an older version of them.
