[2.0.2]Bubbles vs puppet's hold

I noticed that bubbles can easily escape from puppet's hold by using his shell surf. Intended?
Because the way I'm thinking, shell surf port is nowhere near a purge or pseudo-purge, this being the only situation hold can be uplifted afaik.

it's useless if puppet does his skill where he makes the enemy attack his team mates, because it silences bubbles.

if target goes further then x range (i forgot what) the hold breaks
