Mic in Lobby Not Working

So I'm really confused. My mic when I test it in options works and shows that it is receiving sound. During character selection lobbies I cannot speak at all and the mic button is not being lit up. Once I am in game though, I can begin to speak again. For some reason the character selection screen will not allow me to speak. It's just a minor inconvenience. BTW it used to work perfectly fine up until recently. Maybe 1-2 weeks ago it stopped.

Try deleting your startup.cfg. It could be that there's some old setting interfering with your mic working in game. Do you have any mods?

I do not have any mods installed. I deleted the startup.cfg and it's still not working.
