This 700g item would give you +10 attack damage vs and store a charge every time you get a killing blow on a neutral creep, up to 5 charges. This would be usable only by melee heroes.

You can activate this item to utilize all of your charges to restore 1% of your health per charge used.

Rational is to provide an interesting alternative starting item for melee heroes, to help in the early laning against ranged heroes, that would be very costly but scale to some extent through the remainder of the game.

So you would have to wait till you had 700 gold to buy this? You start out with 603 IIRC. Is the % restored based on your max health, the health you're at currently, or the health your missing? Even if it restored health based on your max health, you would only get back 30-50 health with 5 charges (based on the early laning stages). So in the early game you'll get what, 20-40 creep kills? so 120 to 200 hp returned?

Sure the numbers can be tweaked, but this is like a weaker magic wand/stick.

Yeah, it's definitly similar in concept to something like a cross between DOTA's culling blade and magic wand, and the numbers need tweaking. I like the concept of magic wand, but find it to be lame to use in practice, since you don't have much control of when it gets charges. 600g or whatever would be better, given the starting value in HoN, and I was thinking 5% max health, A little bonus, but nothing substantial. It seems more than that and it starts becoming strictly better than regeneration ring/ring of health.

This is only viable as a starting item so cost and effectiveness should be tweaked as such.

Also I like the idea of it being a percentage of max hp, making it a decent item to leave in your inventory if you have open spots later in the game, as opposed to selling it. The numbers need reworking though as I can't see the effectiveness of healing 50 hp every 5 neutral kills, especially off the start of the game.

Maybe you could make it a free recipe that combines out of 'ring of regeneration' and 'culling blade'. (Though I don't think theres a culling blade equivilent in HoN right now?)

Useless item is useless. That's like ... 30 hp you get from 5 charges in early game. SOUNDS SO USEFUL. And it's meant to be an early game item obviously...
