Flint Beastwood's flare can be seen through fog of war by enemy team. Replicate by firing a flare into the fog with a hellbourne/neutral flint in practice mode.

Practice mode does some funky things based on ownership of the units. If you can test it out in a real game with a friend, that'd be the way to do it.

The thing is though Habile that I shift-queue HB owned units that I can control to use their spells after they hit a fogged area.
It works for me every time for the 5 skills that have been fixed recently (Magmus Lava Surge, Chronos Time Leap and 3 others that I can't remember)

But the problem is that the spell itself reveals vision. SO if practice mode's fog acts differently, it will make a bad report.

The only problem is I first noticed it in a game, but I can't remember which game or what time in the game. I wouldn't have reported it if it only happened in practice mode.
Element and Andrex, u guys should try it in a 1v1 no stats match?

I just got in tonight, I'll ask some good HoN player to help me test it.
Tested in game, bug confirmed.
