Its not the same thing as you seem to dilute your self into believing without knowing the facts. Its a pentagram inside a circle, called pentacle. This specific one i believe is called The second pentacle of Jupiter. He has it upside down though and even without the circles its hardly the same symbol as the israel flag, do you research next time.

A pentacle have 5 edges in written in a pentagon, representing all 4 elements (fire, water, earth, wind) and the Spirit or Energy. The pentacle's personal element is earth. Its seen as a magical symbol for example Wicca's.

The isreal flag's symbol has six edges, and are therefor not a pentagram.
