Pyromancer-cast speed???

Pyromancer, Fervo (3th skil) -Pyromancer becomes further attuned to the Flame, increasing his attack speed and cast speed.
So my question: what is cast speed??

I would presume it refers to his casting animation but I'm not sure.

Yes he cast his spells more quickly. It allow you to chain cast all his spells very fast.
