Anyone ever wonder why you can use items while silenced but you cant use items on magic immune people? If silence prevents you from casting spells and magic immune makes you unable to be the target of spells, wouldnt it make sense that silence should prevent you from using your active items, just like magic immune prevents you from targeting people with your active items? I dunno if its like this in dota or not, and i dont know if theres a specific reasoning, but sometimes it really frustrates me that even though I silenced this fool, they can still hex me/assasins shroud away. Just a thought, it would probably mess up alot of balance issues.

Its like this in DotA as well, its fine as is.

Items are not classed as spells even though they are magic based, they are item abilities.

Think of it like this you don't have to be able to say some thing to fire a gun.

Silence prevents the use of spells.

Disarmed prevents the use of autoattacks.

Perplexed prevents the use of items.
