Have the Devs mentioned whether or not they will be having tournaments and if so what they are going to involve? Are they going to be clan-only?

I'd bet my ass they will be hosting tournaments like Warcraft 3 on Battle.net.
I know of nothing official though.

There is a Tournament System being implemented. The kinks of it are being worked out.
