So, here is my Item suggestion. I hope a similar one wasn't postet yet. Also, I do not know if this is possible, but more probably than in wc3 I guess :)
The Motormouth
Grants +200% Mana Regeneration
Grants +25 Cast Speed (Guess this should be possible because it's addet to Pyromancer)
Active Ability Chit-Chat
Total cost at 3000 Gold
Ingredients:
Mana Tube
Mana Tube
Steamstaff
Motormouth Reciepe at 350 Gold
Chit-Chat:
Makes the cooldown time of your spells go 80% faster for 16 Seconds
If the normal cooldown is 3 seconds or below, it's unaffected.
Cost 125 Mana
Has a 60 Second Cooldown wich applies after the effect ends
Does not affect Items
This Item is thought to be a lategame Item for Casters. Although it's rather cheap, it does not provide you with Mana. So if you rush this item, you still won't be able to spam all your spells too often. In lategame though, if you have some Mana-boosting items, it gives you more damage output to stand against Carries and help your team.
The minimum Cooldown is to prevent Thunderbringers lightning rod abuse.
Remember, numbers can be changed.
To prevent earlygame abuse, mana cost could be raised, for example.
Also, I am not aware if there are any spells wich would be totally imba then.
I guess a Defiler with this, spamming her spell every ~4s can be tough, but remember that she will also lose tons of mana.
