Brief Description:
When you have Disable Background Effects box unchecked from interface options Background Effects works normally in main lobby.
However if you open Match Stats and close it, you can see Background Effects are gone. You can get them working again by rebooting the game.
(Another bug concerning Background Effects: When you load Practise Game example, you can see during loading that the Background Effects first go off, then on, then off, game starts and they are on again. Hope this could narrow down the problem why Background Effects disappear when opening Match Stats.)
How to Replicate:
Start HoN, log in, press Match Stats button and then close it after it's done loading stats.
