does anyone know how Helm of the Black Legion (vanguard) works when it comes to stacking?

I might be mistaken, but I belive the only thing that stacks is the chance for blocking the damage, but not the amount of damage actually blocked.
That means, if you have two helmets of the black legion, you have a 91% chance to block 40 damage.
