I was going to comment on that, but it would've made Sagat look good if I pointed out he's the highest level on his team.
The match stats actually updates past the time they concede. I'm just guessing on this, but if it updates XP/m but not level, then someone farming creeps past the concede time would increase his XP/m. It could also be a rounding issue somehow, and Sagat just barely hit level 23.
I know you can change your items even during the shrine's death animation and it'll eventually update as well.
