Yesterday, I was playing Chipper, and I tried ganking deadwood, starting with ultimate(with staff of mastery) to apply the 70% slow. It just didn't slow him at all. It happens 2 times for sure, maybe 3 in my last game. No match idea right now, at work atm. The first time, I thought he just must of had a bottled haste, but the second time I knew he didn't have haste because i got the last 2 runes. He had ghost marchers and Deadwoods clearcut(or whatever it is called) active. When I get the match ID, have a look. Also a very nice rocket kill at the end of the replay.
