I rarely use American expressions to express myself, but hell no! For such a low price, an entire team could hide in the outskirts of maps just waiting for a passer by. Although it's a "good" idea in theory, there is just way too many ways to exploit it and ruin many, probably innumerous, dynamics of the game. Double so since it's so dirt cheap.

Edit: On the other hand, if you added a ton of drawbacks and a cooldown so long that Sidney Crosby would have a full blown beard by the time it's over, it could possibly work. Still, lot of problems even then.

With it on you are going 35% slower then some one with marchers on. You could also change it into an on use effect so it was only active every 10 out of 30 seconds.

Can you buy boots with this item?

Either way, the ability to go through trees is waaaaaay overpowered. I'd just stand near the edge of the forest and attack. Someone comes to gank? I run into the forest. Unless they can perma stun, I'll get away.

Active use means people get stuck.

I just don't think it's a really good idea to have as an early game item. It'd need a lot of work and creativity to make this idea probable.
