I'm looking for an third-party applications(like this one http://www.wc3banlist.de/) where you can see and edit your banlist. And save your banlist into a .txt file and upload it somewhere and let other people take part of your banlist.
And also have some autoupdate function who make it possible to track someones banlist and keep it up-to-date.

Someone was doing this... Not sure if he's still doing it though. If he isn't I can probably make it.

HoN isn't going to crash if I failed to place that topic where is suppose to be posted. If HoN crew have any problems with where I posted the topic, either move it or delete it.
Don't just come here and complain about where I posted the topic, it isn't going to help. If you see a topic in future who is posted at the wrong forum then just ignore it.

Yeah, I'm making it already. It'll probably be ready by this weekend with only viewing, exporting and importing through files, and maybe a day or two after for uploading, sharing and synchronizing.

Sweet! Will it be possible to edit your banned players ? Like changing their reason why they are banned. Will it also be possible to delete them from your banlist ?

Dont like the idea of a global banlist... just coz of the reason

Well... just my opinion that this would result to much into abuse.
This would be good if only authorized people can ADD people to global banlist. And they ofcourse should watch replays etc. to decide if someone really deserve global ban.
